Without compromise, a Kurdish-Kurdish conflict impends in Syria, Kurdish leader says

“Rifts in the ranks of the Kurdish political movement in Syria indicate an impending Kurdish-Kurdish conflict if no efficient compromise would be reached,” Azizi says. “We are aware of the danger these rifts form for the long-term situation in the Kurdish areas in Syria. The Democratic Union Party (PYD) bears the responsibility of violating the previously signed agreements with other parties. Formation of a united Kurdish armed force is demanded, and PYD’s refusal to cooperate means that two Kurdish armed forces will most likely exist, indicating a possible conflict in the Syria’s Kurdish region at any moment.”

 

Dr. Kawa Azizi is a Syrian Kurdish professor of political science and lecturer of Law and Politics at the University of Salahaddin, Erbil. Azizi is a leading member in the Kurdish Azadi political party, and was critical of the recent developments in the Kurdish areas north and north-eastern Syria, especially on the growing rifts between certain Kurdish political forces and the possible outcome. In this exclusive interview, Azizi clarifies to ARA News his own view and that of his party on the current Kurdish-Kurdish disputes.

ARA News: Recently, about 70 members of the Kurdish Democratic Party PDKS were reportedly detained by the armed forces of the Democratic Union Party (PYD) when those members were about to cross the border from Iraqi Kurdistan to Syria. Does such practices reveal a deep rift between political forces in the area?

Dr. Azizi: What the PYD has done is considered a dangerous step that was never wittnessed in western Kurdistan (Syria’s Kurdish region); it cannot be an innocent step. We believe that is an implementation of a foreign agenda for straining the situation and pushing the Kurdish region in Syria to a Kurdish- Kurdish conflict. The PYD has occupied militarily western Kurdistan in coordination with the al-Assad regime in a ‘rude’ way.

The PYD tries to suppress the Kurdish politicians and activists in a similar way as the regime itself, and even more. This action and other actions against the Kurdish opponents in the face of its authoritarian approach does not serve the Kurdish interest at all, and drag the Kurdish region into a Kurdish-Kurdish conflict, While we are trying to defend the Kurdish civil peace and accomplish the aspirations of our people.

We will not accept PYD’s actions anymore, and we will not remain silent and we will defend ourselves if they attack us. PYD is a dangerous movement on the Kurdish civil peace, it only pulls the atmosphere into altercation, hostility and hatred, and above all insulting exclusively the Kurdish citizens.

ARA News: During an interview on Al-Arabiya TV, secretary of PDKS Dr. Abdul Hakim Bashar has accused the PYD with a sharp tone and unprecedented words, saying: ” PYD is a mere supporter of al-Assad regime, it is a strange entity penetrated the Kurdish field,” adding: “It is as the Lebanese group of Hezbollah in its behavior and practices as a part of the security system.” Do you agree with this view? Can such statements affect the upcoming merging unification between the four parties in the Political Union?

Dr. Azizi: What was Mr. Saleh Muslem to say if 74 members of his party would be arrested on the hand of PDKS? We must uncover PYD’s practices and its suspected role for it will be the cause of any potential Kurdish-Kurdish conflict. PYD is an authoritarian organization that is trying to justify its actions in western Kurdistan at the expense of the Kurdish people as tries to cover up its failure in Turkey’s Kurdistan. Because it is an integral part of the Kurdistan Workers Party (PKK), it receives orders from Doran Kalkan, the Turkish chief of the PKK. The PYD’s attacks against parties of the Political Union –coalition of four Syrian Kurdish parties– gives us confidence that we are not standing beside the regime, and we are considered as a threat to the regime and its followers; this makes us proud that we are on a national Syrian and nationalist Kurdish line, it basically increases our confidence that we carry out quicker paces in order to achieve the needed fusion unit between the four parties.

ARA News: Mr. Mustafa Jumaa, secretary of PAK (the Azadi Kurdish Party) made a statement in which he expressed that they would form a military force under the umbrella of the Kurdish National Council (KNC) in cooperation with YPG (Popular Protection Units –armed wing of the PYD). “If the Democratic Union Party PYD did not accept this step, there might be a potential outbreak of a Kurdish-Kurdish conflict,” Jumaa stated. What is your view on this particular issue?

Dr. Azizi: The statement made by Mr. Jumaa, secretary of Azadi party, is actually based on one ofW460 the decisions made by the KNC (Kurdish National Council) during the recent meeting in Erbil, and implies the creation of a Kurdish military force with all battalions’ integration and then merging them into a unified army with the YPG to working under one unified leadership of the specialist of the KSC (the Kurdish Supreme Council –coalition of the KNC and the PYD). These forces should have a new name and not YPG. If PYD refuses this proposal, there would be a decision by the KNC (the Kurdish National Council) then; Otherwise, a Kurdish civil war may be an outcome of the disagreement. I think that the people of western Kurdistan are not willing to enter a fraternal war, and the people’s consciousness of responsibility would be a guarantee to avoid such a Kurdish civil war.

ARA News: What are the chances for the Kurdish Supreme Council to survive under the circumstances, tensions and complications taking place on the Kurdish arena? do you think this council will remain and be activated or it will collapse, especially after the statement of Mr. Jumaa that a military force should be formed working under the umbrella of the KNC (the Kurdish National Council)?

Dr. Azizi: If PYD continues irresponsible practices, absolutely there will be a re-consideration of Erbil Convention itself; it is no longer acceptable that the PYD continues imposing its control on the Kurdish political decision and to use the KSC (the Kurdish Supreme Council) as one of PYD’s institutions.

ARA News: KSC (the Kurdish Supreme Council) is living crisis and rifts within its ranks, what is the secret behind its standing till this moment? is there a glimmer of hope to unite the Kurds with respect to the complex situation in Syria?

Dr. Azizi: The Kurdish Supreme Council is now dominated by the PYD, and we cannot accept that anymore. We will try to either activate the Erbil Convention entirely or reconsider over the whole Convention. 

ARA News: What are the steps intended by the member parties in the Political Union to accomplish a successful fusion in its ranks? And if that would be successfully achieved, will the Political Union join the Coalition of Syrian opposition as a separate entity of KSC (the Kurdish Supreme Council) or as a part of it?

Dr. Azizi: The four member parties of the Political Union are very serious to take such a step and achieve this ambitious national project. the leaders of these parties approved the step and formed four delegations authorized in writing the rules and the political program of this emerging body.

We are an integral part of the Kurdish National Council, and we want to join the SNC (Syrian National Coalition) as KNC (Kurdish National Council), but if the KNC would not take such a decision decision, the Political Union will meet and take its decision independently whether to join the Opposition Coalition or not.

ARA News: What may be the future of local councils, municipalities and unions formed by the PYD (the Democratic Union Party) if there was success in uniting the Kurdish line, and activating the role of the Kurdish Supreme Council and commissions emerged from it?

Dr. Azizi: The current councils affiliated with the PYD are not elected by people. The PYD has merely used a Baathist standard in the process of voting; they inappropriate people in sensitive positions that require specialization such as courts and administrative institutions. These issues remain for after the end of the civil war in Syria and there will be elections and we will accept the election’s results.

ARA News: Back to the military force intended to follow the KNC (the Kurdish National Council), will such an armed body include the forces trained in by the Iraqi Kurdistan only or it will rather include other young people from inside Syria’s Kurdish region?

Dr. Azizi: Although this is a considerably essential issue, the debate on it didn’t result in any clear decisions yet. In the end, the Kurdish people in Syria will decide, and its our duty to respond.
